Nepal mourns the loss of a visionary leader, Subhas Nembang, who played a pivotal role in the country’s political landscape, particularly in the constitution drafting process. His sudden demise at the age of 70 due to a heart attack leaves a void in Nepali politics. This bibliography aims to honor Subhas Nembang’s contributions and shed light on his remarkable journey.

Subash Chandra Nembang is a politician who was associated with the Nepal Communist Party (Unified Marxist-Leninist) or NCP(UML). He held various prominent positions in the government of Nepal.

Born on the 28th of Falgun, 2009 BS (11 March, 1953) in Suntalabari within Ilam District, Nepal, Nembang embarked on his political journey in his student days. Nembang has been involved in politics since the year 2028 BS. He assumed the role of Chairman of the All Nepal National Free Students Union at Ilam Multiple Campus during the academic year 2028/29 BS (1971/72 AD). He soon established himself as an influential and accommodative leader in Nepali politics.

Throughout his illustrious career, he held various pivotal positions that left an indelible mark on the nation.

Nembang’s Political Career

He emerged as the winner in both the 2048 BS (1991 AD) and 2056 BS (1999 AD) legislative elections and subsequently assumed significant roles, including chairing the Public Accounts Committee and the Constituent Assembly.

He took on ministerial responsibilities, including positions such as Minister for Law, Justice, and Parliamentary Affairs from 2052 – 2053 BS (1995 – 1996 AD), Minister for General Administration, and Minister for Local Development.

Nembang’s notable roles in government included serving as the Speaker of the reinstated House of Representatives in 2063 BS (2005 AD). He continued to hold the position of Speaker of the House of Representatives in 2064 BS (2006 AD). Furthermore, he became the chairperson for both the initial and subsequent Constituent Assemblies, serving from 2065 – 2069 BS (2008 – 2012 AD) and then again from 2070 – 2072 BS (2013 – 2015 AD). During his tenure as chairperson, the Constituent Assembly successfully promulgated the Constitution of Nepal on September 20, 2015. His political acumen led him to serve as the Speaker of the House of Representatives four times, a testament to the trust and respect he garnered from his peers and the nation.

His political journey continued as he ascended to the position of a standing committee member within the UML in 2075 BS (2018 AD). He won the parliament election in 2079 BS (2022 AD) with 30,020 votes from Ilam- Constituency 2. In Falgun 2079 BS (February 2023 AD), he ran as a candidate in the presidential election representing the CPN-UML party. However, he did not secure the presidency, losing to Ram Chandra Paudel of the Nepali Congress. Presently, Nembang was vice-chairman of the UML and a member of the federal parliament. His dedication to the party and the people remained unwavering until the end.

Tragically, Nembang’s life was cut short by a heart attack. He was taken to the Tribhuvan University Teaching Hospital, where his passing was confirmed, leaving the nation in mourning. Political leaders, including Prime Minister Pushpa Kamal Dahal and UML Chair KP Sharma Oli, gathered at the hospital to pay their respects and remember the contributions of this remarkable leader.

The emergency cabinet meeting called early morning on 26 Bhadra (12 September) decided to make the day of his funeral a public holiday. Nembang’s body will be kept in the UML party office in Chyasal, Lalitpur, until tomorrow the 27 Bhadra (September 13), when the cremation ceremony will take place. Nepali national flag to fly at half-mast to mourn Nembang’s demise.
